The permit process is the part of ADU construction that scares most homeowners. And honestly — it used to be scarier. California has passed a wave of ADU-friendly laws since 2020 that have dramatically simplified the process. But it's still the most unpredictable part of any project, and the main reason timelines slip.

After pulling hundreds of ADU permits across Santa Cruz and Monterey Counties, here's everything we know.

The 6 Steps of ADU Permitting in Santa Cruz County

Pre-Application Consultation

Meet with the planning department to confirm your lot is eligible, understand setback requirements, and identify any special conditions (flood zone, historic district, fire hazard area). We do this on your behalf as part of our full-process service.

Design & Plan Preparation

We prepare full architectural drawings, site plans, energy calculations (Title 24), and structural calculations. This typically takes 4–6 weeks. We offer 3 design options for 2BR units under 750 sq ft so you can choose your layout before the clock starts.

Plan Submittal

Plans are submitted to the building department for plan check. Under California law (AB 2221), agencies must approve or deny ADU applications within 60 days. Most approvals in Santa Cruz County take 4–8 weeks.

Plan Check & Corrections

The building department reviews plans and typically issues one round of corrections. Our team responds quickly — usually within 1–2 weeks. Complex sites may require 2 rounds.

Permit Issuance & Construction

Once plans are approved, permits are issued and construction begins. Inspections happen at key milestones: foundation, framing, rough MEP, insulation, drywall, and final.

Certificate of Occupancy

After passing final inspection, the building department issues a Certificate of Occupancy. Your ADU is now legal, permitted, and ready to rent.

What Slows Down ADU Permits

Monterey County vs. Santa Cruz County

We pull permits in both counties regularly. Santa Cruz County has streamlined its ADU process significantly and has a dedicated ADU coordinator. Monterey County is improving but can be slower on plan check turnaround. City jurisdictions (Watsonville, Santa Cruz city, Monterey city) have their own processes that differ from county unincorporated areas.
